I have a question about how fleet of foot works with a break off. In particular the troop type I am looking at is tribal loose, unprotected, devastating charger, fleet of foot
The 2019 description of fleet of foot is below

FLEET OF FOOT
Fleet of Foot represents troops who were light and agile and move more quickly that troops encumbered by arms and armour. Many
unprotected and lightly armoured troops benefit from it, as well as a few troops renowned for their speed across the ground.
1. TuGs with Fleet of Foot use skirmisher movement distances.
2. There are no benefits other than this extra distance.
Under the 2019 characteristic I would charge in and then break off using a F3 move (break off from a slower opponent).
The wording for 2020 has changed slightly to the following

With the addition of "except when doing a break off" to point 1 are they still classed as faster troops allowing them to still use the F3 breakoff and the -1MU for a break off is covered by the new wording " except when they are doing a break off" or are they no longer able to break off at all?
I think your suspicion is correct and fleet of foot troops are now 'equal speed' with other foot when breaking off.
Goodbye to all my Inca break-off shennanigans! I suspect many of my opponents would say 'good riddance'!

It's the same points cost as well. Shame, given what was, in practice, one of the most useful things about it is gone.

No we treat them as the same for break offs.
Speed difference for being light feels much more about hi speed manoeuvre than being able to outrun people at short distances. So more equal for that.
Gives us foot, skirmish foot and close order Mts, loose mounted, skirmish mounted for break offs which all have significant differences in break off ability vs a slower one.
So se the Fleet of Foot to get into the right place quickly and runs flanks instead. More realistic.

They will still be able to break off but will have to take a KaB when doing so.

According to the qrs , tribal equal speed can't break off at all. They need to be faster (which I was hoping fleet of foot would give them) than their opponents.

Ah yes, sorry missed you were looking at Tribals. Indeed they will not be able to break off.
