In this list there are 8 mandatory crossbowmen, with a mandatory requirement to upgrade a minimum of 6 to firearms. This seems a complex way of wording this. At Barletta in 1502, the Spanish used mixed crossbow/arquebus units (not permitted in MeG) but by 1503 (Cerignola) only arquebusiers are mentioned. If the mandatory crossbows were reduced to 6, if would enable the above to be more easily replicated; (eg Barletta one TUG firearms plus one TUG crossbows - as current list, and Cerignola 2 TUGs firearms), The current wording forces a TUG of 8 bases if only one shooter is used.

I don't see the problem. Yes, you can take a TuG of 8 bases of arquebusiers and comply with the minimums, or two TuGs of 6, one of arquebusiers and one of 6 crossbowmen and comply with the minimums.
For simplicity, MeG generally avoids mixed units, but a shooting weapon classification generally represents the majority type. In a scenario game, there is nothing to stop a TuG consisting of 50% firearm, 50% crossbowmen and treating them as crossbow > 2BW (with reduction for rank) and firearms <= 2BW.
