Title: Early Neo-Assyrian Chariot varieties

In the list sha shepe chariots can be upgraded to (heavier?) chariots.  Up to half.  Since all chariots now move at the same speed, does that mean these can be mixed in the same unit?  I also notice that Palace chariots are unable to be upgraded. Is this an oversight?

I believe the general rules (No 4) on creating an army answers your first question - "Unless specified otherwise, all elements in a UG must be classified identically. Unless specified otherwise, if an optional characteristic is taken, it must be taken by all the elements in the UG for which that optional characteristic is available."

RJC will, I'm sure,answer the second.

It is not an oversight, but is perhaps not the clearest. The "chariot" upgrade applies to half of the total number of chariots. Palace chariots can be upgraded, but don't retain the Exceptional. So a legal combination would be
10 Sha shepe chariots (UGs of 6 and 4) upgraded, but the quality then downgraded to Average - so Average, Protected, Skilled Bow
10 Upgraded chariots (UGs of 6 and 4) - Superior, Protected, Short Spear, Experienced Bow, Melee Expert, optional Shoot & Charge.

This was more a game balance thing - Exceptional, Protected, Short Spear, Experienced Bow, Melee Expert, Shoot & Charge would be a bit frightening.

Not to mention frighteningly expensive.
