I think you may have chosen the wrong game option. Ensure the Maximus option is selected, not the Pacto or Magna options.
To explain further - the Army Builder now supports all three variants of the game. You need to choose the appropriate variant. I have suggested to Simon that this is set to Maximus as the default... If you have downloaded already, just change the variant to Maximus.

Yeah it neatly does all three game sin one army buyer so you can swtich between them easily.
Simon will swap the one on the website to be set to Maximus to avoid confusion.
