Is it that Generals have to be attached to an existing file of a UG to in essence fight. And if they do so then they just add a factor. From my reading of the rules it seems as though they do not have a unit type and cannot fight independently by themselves. If there is a melee for example I understand they cannot move as an independent base to fill a gap caused by an adjacent loss in a file.
My recent war gaming has come from DBA / DBMM, where generals are of a toop type, so wished to ensure I was getting this different concept right in MeG

a general does not have fighting factors, he only gives his quality to the file he is fighting with if you elect to put him in combat :
+1 for any +2 for legendary for the file he is fighting with, so he "only" gives a boost
with the penality of needing 2 cards in the turns he is in combat to activate or heal OTHER units than the one he is with and the danger of being killed or injured or stunned.

In MeG generals are really just markers - helps if you bear that in mind IMO.

Just remember that they are not "there" when moving uGs. When starting I made the mistake of thinking my General would stop my opponent making a particular move. It didn't. :-[
