I heard two different interpretations of this last weekend when a Mpuntain/Forrest secure flank was being used.
Interpretation 1 Each player must either put down a mountain or Forrest piece.
Interpretation 2 Each player could put down any piece allowed in the mountain and Forrest allowable terrain pieces including impassible terrain.

Weird interpretation given the wording for the PBS sheet is "Otherwise place
compulsory-sized terrain from those on the side of
PBS map (must be allowed in
Territory)" - which IMO makes it quite clear it is the mountain or forest terrain type that is being talked about otherwise the allowed in territory bit is just silly.
Interpretation 1. Each player must pick either a Mountain or a Forest. The "(must be allowed in Territory)" prevents choosing a Mountain if the territory type Forest or Jungle. It prevents choosing a Forest if the territory type is Plains or Desert. In Standard or Mountain territory pieces each player can pick either a Mountain or a Forest.
