Kiel
Add "Kiel can only be claimed by and UG that is 2BW wide ". Add "Kiels are exceptions to Pursuits and Press Forward moves: they only pursue if the entire Kiel can do so (so if there are 4 TuGs in a block, all must be able to pursue) and they never press forward after contact." The intent being that they keep their Kiel formation together and avoid running off in ways that break it up.
So, this still applies,
If a TuG with Kiel is adjacent to (side edge contact and front bases aligned) another TuG with Kiel,
Yes so they must be in a block with front edges aligned ... but they don't break ip that formation with pursuits or press fowards.
Thereby more "linked" and inclined to stick together.
I can see pluses vs. some troop types and negatives vs. others.
