If an army has 3000 real world men of a certain troop type, how many bases does that come out as? 6? 4? 12? ....

It doesn't. The army scale varies enormously. The largest armies were probably up to 80,000 combatants on each side. More typical battles were perhaps around 10,000 combatants per side. Some battles might be hundreds on each side.
The aim from the list perspective has been to ensure
1) the army has the appropriate "feel".
2) the proportions of troop types are about right.
