if the Army commander is mediocre, may I have an ally competent or talented if there is nothing specified in the notes ?
never spotted that the ally must be of the type of the Army commander page 33 2.D 4.4 since 2016!! :)

I think you misunderstand. The ally general must be the type of the Army Commander of the ally list from which the contingent is drawn.
So if you have a Gallic ally, the ally general must be Instinctive. If you have an Imperial Roman ally, the ally general must be Professional.

It's written from the main list, not the ally list ;)

Main list refers to the army list from which the allied contingent was drawn. It may be badly worded, but that is what it means.

If the generals from an army may be " any" and the CIC is chosen as professionnal, the internal allies should be professionnals as well or my they be "instinctive"

They can be either unless the notes specifically state differently (they do in one or two armies).
