Title: Fleet of Foot Suggestion

My understanding of fleet of foot is that they can use skirmisher movement for prompted moves, not routing or pursuit.

In a flank march they would be considered infantry, so requires 3 red card (2 yellows can substitue for a red) to arrive.  This seems to be inconsistent with their 'role'.  Being allowed to more easily flank march would encourage more flank marches?  My experience is that it gives the opposing player the option to hoard cards and not move troops, ceding the initiative.

My suggestions (most would require a points upgrade) are as follows:
1. Treat as having the mounted characteristic (scouting points as foot skirmishers and flank march as cavalry)
2. Treat as foot skirmishers for flank marches
3. Treat as foot skirmishers for scouting points
4. Ignore me as I am an idiot

I realise that it likely not be possible to be play tested this year, so may end up on the 'backburner'.

I am not sure what you think their "role" is, but I don't see it as either flank marching or scouting.  They are generally unprotected troops who want to move faster to avoid getting shot to bits.
