Warriors can be tribal loose , unprotected, average, short spear and upgraded to melee expert 12-36

Up to half can be upgraded to

Tibal loose,unprotected, average, short spear, melee expert

I fail to see the upgrade

I wonder if the basic ones should have the optional ME and the intention is that up to half can have it. Otherwise the upgrade line is indeed superfluous.
