Is it right that there can be only 40 legionaries, some of which can be upgraded or downgraded via:
Upgrade legionaries to veteran
Downgrade raw legions

Plus the tenth legion which has its own line item


= Total maximum of 48 legionary stands of all types?

Yes, on reviewing this it does seem to be very low.  It should probably be doubled to 80.  I would be happy to add this to the errata, unless anyone has any strong reasons why this shouldn't be the case.

In fact the raw legions line is redundant as any legionaries could be downgraded by the normal list rules.

But how many legionaries can you have at 10000 points ?

40 legionaries, average with melee expert, impact weapon and shield cover it's already 4500 points
8 exceptional 1504 points
3 mediocre commanders 1200 points
a fortified poor camp some 150-200 more points

so somewhere around 7300 _ 7500 points and no cavalry, so superior troops, no good generals ...

I have already asked myself more than once, why in some lists so many bases ...we barely use half of them .

Here I think we have enough roman bases unless you want to play historical scénarios

80 roman legionaries ? without command and without camp you would already reach 9000 points  8) unless not melee expert and poor ...

A legionary - Average Protected Impact Weapon Shield Cover is only 95 points.  So in theory you could have 80 for 7600 points.  Add generals and the fortified camp and you have your 10000 points. It seems valid historically.

Agreed. Lists should be able to represent the whole range of historically plausible armies even if the vast majority of us wouldn't actually use that version  8)

Yes, I was trying to build a large but inexperienced Roman force and found I couldn't so thought something was wrong.
80 is a better number, now I will be able to use all my figures and still have points spare for toys..

Early Imperial Roman can also have only 48, but can have 32 auxilia as well so may be OK.

Different beast, you have to take the Auxilia into account.

Legionaries without "melee expert" are far less potent  :-\

But 80 is a huge number ...
