The list allows for 0-3 Internal allies.
It also has a requirement of 6 Best Mongol Cavalry (total maximum for those is 12 for the whole army, with size 4,6).
How do those requirements work 2 or 3 internal allies ?
- First 6 in the main body, then 4/6 in one ally, then none in the other(s) ?
- First 4 in the main body, then 4 in first ally, then 4 in second ally, then none in the third ?
- Other ?

I am not sure why the list set introduction on page 3 is not clear.
Core army must take the minimum 6 Best Mongol Cavalry. (The core army must take the minimum)
Another ally must take at least 4 Best Mongol Cavalry but may take 6. (The ally must take at least 50% if the total across the entire army doesn't exceed the maximum).
The other allies cannot take any Best Mongol Cavalry (as the maximum would be exceeded).
The core army must take 6 and each ally must take at least 4 Mongol Cavalry.
The Khan's guard must be in the Ac's command.
Each ally must consist of between two and four UGs.
The total across the entire army of any troop type cannot exceed the maximums.

The mandatory for Best Mongol cavalry being 6 with 12 as miximum
The core army takes 6 bases it is mandatory
The first ally takes 4 it is mandatory but may take 6 bases
The second internal ally has none even if the first internal ally took only 4 bases as the 2 remaining bases cannot be used to create a TUG .
