Go for characteristics as : defender, invader, feigned flight for all the UGs of an army, raiders to have a first move, general staff for more PBS or one more card for the CIC because of war academies/books ...
So, ReG style army characteristics? They can be kind of fun and cool but they do tend to build in an extra layer of both complexity and imbalance.
There are armies in ReG that essentially will never see the tabletop because of these (either because there are very similar armies with better characteristics or they have 'Unready'). Is that something we want?

Finding a balance is never easy but characteristics can be fun and help some armies . What do we want : finding a balance, try or just sit down and do nothing :) except complain ;D

In this particular case we should probably do nothing, complaining optional.

Well, valid point. I've alway wondered why just one UG in a horse archer army could have feigned flight. Seemed odd to me.

Sorry to disagree and some armies already have specific characteristics : Order of St John, ALEXMAC ..so why not the others such as lusitanian that defend - at home - they were not such renowed invaders contrary to mongols
