Title: Discard card during charge phase

Is it possible to discard a card during the charge phase?

P56 5.A.2
"Alternately, either player declares a charge, paying a card if a prompted charge and not if a free charge, or stops a forced charge, or passes"

P27.1.E 3.1
"3.1.1. play cards to make a prompted action allowed in the movement phase on the prompted action table (see 4.D),
3.1.2. discard a card, or
3.1.3. pass."

It seems that discarding is only possible in the movement phase, but some players say that all 3 choices are always possible.
Play a card or Discard a card or Pass.

6. In any sub-phase involving the use of command cards players take alternate goes. This creates
a form of near simultaneous movement. More specifically when it is your go you can:
Û Play a card to prompt an action.
Û Make a free action if one exists.
Û Discard a card.
Û Pass.

Yes, you can discard in the charge phase.

It can occasionally be useful if you believe you have more discardable cards than your opponent and wish to see what they do before deciding whether to charge.
