no, you are not correct. You have misread the barricade rules.

I had to check out of the rules to find that ART is FOOT that is very annoying as it is in the introduction that's not in the rules.
But there is still another matter
Moving ART is red but point 4 says tha a UG may leave a barricade playing a yellow for a move straight ahead ...so red or yellow for ART ?
All infantry are foot but not all foot are infantry.
Well as artillery can't move on less than a red I'd suggest it's a red for artillery.
A quite famous game had a rule that said "Roads add +2 movement to units". The question was then asked, does this apply to aircraft? Yes, maybe the rule should have said "Roads add +2 movement to units except aircraft".
The same applies in this situation.

Artillery may not skirmish or run away anyway - see the rules for artillery on page 119, 13 D 4 .
