A unit of Skirmishers is behind the flank of a Tug. The TuG is at full strength. Both units are entirely within rough terrain. May the Skirmishers make a flank charge?a

No, a SuG may only charge a TuG if it is within one base of breaking, the "finishing off" move. (PDF edition 5.D:3 page 58).
