In the imperial lists it has the superior Romans with darts but not Melee expert. How do you get to be a superior Roman if you can't fight?

not having melee expert does not mean they cannot fight.
Being superior is better than being average melee expert
For infantry, average melee expert is cheaper ( If we would add melee expert to the re-equiped average romans the difference is 16 points a base ).
The melee expert characteristic of the infantry being permanent if fighting to the front and needing only one rank, it is IMO the most useful ability for infantry facing enemy infantry .
Being superior with no melee expert gives an advantage if facing skilled shooters or being hit in the flank or the rear .
Superior classical infantry with melee expert are deadly. Not being cancelled by LSP or pikes and being able to fight one rank deep will impact the battle.
The real difference is for the mounted ones as melee expert is cancelled by 2 rank deep spears of pikes ...then superior is really worth it .
