Title: upgrade and downgrading tUGS

Let us take the case of Quadi cavalry. It is average, SP . It may be upgraded SUP and DC . May it be downgraded from SUP to AV manipulating the system a little bit more ? downgrading the upgrade  :D

Yes, upgrades may be "downgraded" and that is intentional.

The rules on downgrading quality and/or shooting skill are in the list PDFs so it is quite appropriate for this to be here  ;D
