In my Magna game the flank sections are 7 BWs wide and only one is secure. According to rule PBS 5.B all UGs must be deployed a minimum of 6 BWs from the center line. Also SUGs are the only units which may deploy outside of the center section of the battlefield. SUGs which do so may deploy within 5 BWs of the side table edge.
Does this rule mean that SUGs can be deployed no closer than 5 BWs to the side table edge? (Measured from the center section boundary toward the side table edge) OR Does it mean that SUGs cannot be deployed in the zone measuring between 5 BWs and 7 BWs from the side table edge? ( Starting at the side table edge and measuring toward the center section boundary)
You have confused two separate rules.
The flank sector for placement of terrain is 2/3rds of 10 BW.
Unless in a secure flank or ambush only SuGs or flexible mounted may be deployed within 5 BW of a table side edge. (page 19, PDF edition).

Is this a correct interpretation of this rule?
Afraid not. SuGs (and Flexibles in Skirmisher formation) cab deploy all the way to the table edge in the "5BW zone".
So no SuGs or Flexible Cavalry may be placed in the two (2) base widths PAST the five (5) base widths? Is this correct?
No. There is no 2BW past the 5 BW.
The 7BW you mention only applies to terrain placement. It is from the 10BW *ed item on the QRS; the * is for the note at the bottom of the page which mentions that sizes and distances are 2/3 rounded up for Magna.
The deployment 5BW is not *ed and so is not adjusted.
So there are 2 different flank sector definitions at 2 different stages. A 7BW just for terrain placement, and a 5BW for troop deployment. These apply a different times in setting up the game.
