The City Cavalry, which is Superior, may purchase Dismountable, in which case the note states : "Cavalry dismount as Infantry, Formed Close, Average (or Poor if downgraded to Poor), Protected, Short Spear, Shieldwall".
Is it possible to downgrade from Superior to Poor ?

It isn't; think there has been a copy and paste error there. Suspect the bit about Poor should not be there.
