Maybe I am missing it, but how far does a unit move in the Charge phase? Is it up to its max? Does Terrain matter? If a TUG cannot charge due to terrain, does that affect the forced charge distance?

Movement distances are the same for the charge phase as the movement phase.
Terrain affects the maximum movement distance.
An UG cannot charge if it cannot reach the enemy so yes it would not have a forced charge. Also note that if you would end up affected or badly affected by terrain then the forced charge becomes a free charge instead - so is no longer forced anyway.
Excellent thank you. This was my assumption, but the rules were not terribly clear, and all the examples used infantry so every one was three HBWs.
