Now shooting phase : the "overlap" base is it already considered as "overlap" and may not shoot or as the first melee phase as not yet happened may it shoot till the very first phase has happened
I would say : it is in overlap so may not shoot but not everyone agrees

And that reminds me of another discussion about shooty bases as overlap : may it or not shoot if charged ..I would say yes it shoots at it's opponent but did not find it written clearly so ask
The restriction on supporting files that says they cannot shoot only references the Shooting Phase and not other phases. It's in the shooting section.
