Good Afternoon. I am new to MeG, so I am a little confused about certain aspects of the game mechanics. One of these is the special rules, the one in particular is Orb (2). What does the two (2) stand for? Is this the number of units that can have this, number of bases, number of command groups or none of the above?

Guessing that you are referring to something in an army list, in which case the "(2)" is the points cost of the characteristic per base.

The numbers in brackets after the optional characteristics are their points cost.
So in list 1101 - Early Sumerian, the militia archers are normally 54 pts per base, but if you give them the Combat Shy characteristic they are 40 pts per base.
Just be aware that you can get rounding errors so that the army builder spreadsheet may show a 1 pt difference. In this case, the army builder spreadsheet has the correct value. This is due to the way MeG calculates the points.
