What is a minor state ?
Can I choose thessalians as a "minor" state or should it be a more classis combination

A minor state is any "unnamed" state - so it cannot use any of the options of a named state in the Classical Greek list. So Thessaly is not a minor state. I accept this could be a bit clearer.

There is another line on the allies list for 478 BCE which I think would allow you to take Thessalians as allies (but you have to take two allies). Represents the Battle of Plataea I think
