PBS5.E.3.1 and PBS5.F.1 say flank marches and ambushes are set up "after the outscouting deployment" or "after the initial deployment done by an outscouted player "
If there was no outscouting, so there is no outscouted player, does this mean you cannot do flank marches or ambushes?
PBS5 A gives the general sequence with the other sections slotting in as needed.
Whilst it may be that the wording can be tightened, I think that the situation is pretty clear and that you can flank march even if there is no outscouted player.

Well, that seemed most likely, but in addition to the two places I cited above, PBS5.A.3 says "after outscouting" and the table at PBS1.B has FM&A in the sequence after the outscouted player deploys, but not after "If there was no outscouting, the defender begins placing his camp and ⅓ of his UGs as above...", which was enough instances that I thought I had better check.
