IT says that the indian javelinmen and indian spearmen can form ith bowmen 1/3 + 2/3.

How does a mixed unit of javelinmen and bowmen shoot?

I think you must be referring to the Kushan or Indo-Scythian list.  There iis an error.  Archers can only be combined with Spearmen.  I will add to the errata.
