Title: Later carhaginian elephants

Later Carthaginians are allowed to take max 6/4/2 elephants (maximus/magna/pacto). For Hannibal in Italy there is limit of 2/2/2 elephants (maximus/magna/pacto). Shouldn't it be only one in pacto?
