from 1490 skirmishing crossbowmen must or may be upgraded to firearms ?
Why the question : in the list it is stated from 1490 CE and1/2 to all.
To me it is mandatory but I wanted to check
If the upgrade is 1/2 to all then at least 1/2 must be upgraded.

Logic seems to be : it is mandatory and someone will answer : no it is not written as mandatory ..and the endless discussion begins
I am sorry - if an upgrade is 1/2 to all I cannot see how it is possible to interpret this as optional. If it were optional, it would it include a note saying it were optional.
It is the same as suggesting that it is a type saying min 6, max 18 could be optional... No it can't - you have to have a minimum of 6.
The idea that what is not said is allowed is nonsense. Usually what is not said has been overlooked or is so daft as to be not worth saying. For example, it doesn't say you can ignore Skull results on a Thursday.... That doesn't mean you can ignore Skull results on a Thursday (or any other day of the week!).

Well from my experience most people answer that what is not forbidden is allowed so what is not said is also allowed ! How people interpret things is often very imaginative
