If fleet of foot troops do a fall back move do they move 2Bw or 3Bw?
It says they use skirmisher move distances except when breaking off, but the M12 move is for cav etc and skirmish infantry, which they are not, but thought I would check to make sure.

Yes, but its not a break off though - a fall back.
And M12 is for Cav and skirmishers - M13 for all others. So although they move as skirmishers - do they count as skirmishers for a M12 move? I am not clear.
A good question and it is definitely not clear - will add it to the things that the PDF version will make clearer.
If asked to rule I would say they use M13 as this is more in line with the limitation on break-off.
M12 is fall back for cavalry/chariots/camelry and skirmishing infantry.
Infantry with Fleet of Foot are NOT skirmishing infantry. They therefore must use the M13 fall back for other troops and so are limited to 2BW. The PDF edition makes it clear that infantry with Fleet of Foot are NOT skirmishing infantry.
