The classical list stipulates :The following internal allied combinations permitted include: Thebans in 394 BCE - Argive and Athenian, Thebans in 362 BCE -Thessalian, Thebans in 338 BCE - Athenian, Thebans in
279 BCE Athenian and Aitolian; Athenians from 323 BCE to 322 BCE - Thessalian and/or Aitolian, Athenians in 279 BCE - Boiotian and Aitolian; Argives in 418 BCE - Athenian; Phokians
from 357 BCE to 347 BCE - Athenians; Aitolians in 321 BCE - Thessalian.
Now the question for exemple Thebans in 338BCE Athenian and Aitolian so may the Theban player choose or OR the other or must he take BOTH allies simultaneously ?
The player can choose either or both.
Bock to this "old" topic (after some discussions with some other players)
Classicla Greek lists do span from 670 BCE till 275 BCE.
There is a possibility for up to 2 internal allied generals representing allied city states
There is a list of combination, but all start earliest 418 BCE . So first is the list limitative and so only the alliances proposed in the combination list are valid or may you "open" choices and make your own choices as the Thessalians do spark some interest thanks to their superior cavalry 8)
So may we have internal allies representing before 418 BCE other states or should the internal ally be of the same city played before 418 BCE ?
May the internal ally be from the same city or is it only allied other cities
The army's state must be specified. Any allied contingent must be of another specific state. A command may not mix troops from different specified states. After 275 BCE mainland Greek
armies should use the Hellenistic Greek list.
The following internal allied combinations permitted include: Thebans in 394 BCE - Argive and Athenian, Thebans in 362 BCE -Thessalian, Thebans in 338 BCE - Athenian, Thebans in
279 BCE Athenian and Aitolian; Athenians from 323 BCE to 322 BCE - Thessalian and/or Aitolian, Athenians in 279 BCE - Boiotian and Aitolian; Argives in 418 BCE - Athenian; Phokians
from 357 BCE to 347 BCE - Athenians; Aitolians in 321 BCE - Thessalian.
As the list is written - an internal ally cannot be of the same state and only the combinations listed are permitted. So prior to 418 BCE you have to take sub generals and be one state.

Better to word it as
"Only the following internal allied combinations are permitted: "
"include" is suggestive that these are only some examples from a larger set.
