I have question regarding the downgrade of the units in the French Ordonnance list
In case we want to downgrade the Gendarme in front rank from Superior to Average do we have to downgrade the rear rank of Coustilliers to poor from average?

thats a very interesting question, looking at the wording I'd say yes, all bases must drop a grade. Though thats just from a rules as written opinion. Intent may be different. As written it would suggest Ugs with only half armed with missile weapons cant be downgraded in skill as you cannot comply with the 'all bases'.
'Any UGs can be downgraded by one quality grade and/or by one shooting skill (Skilled to Experienced or Experienced to Unskilled)
representing less strong, tired, or understrength troops. If any bases are downgraded all in the UG must be downgraded. So Average-
Experienced skirmishers can always be downgraded to Poor-Unskilled.'
I concur with Matt on the mixed quality units.
On the mixed units with some missile armed I am sure I've allowed the missile portion to be downgraded on the basis that in this case I think the intent is that the "all bases" applies to the missile ones - however, I accept that the wording as written doesn't support that.
I will have to clarify this in the lists for 2023.
All bases must be downgraded "where they can be". A mixed Superior-Average is downgraded to Average-Poor. A mixed Average-Poor UG can be downgraded to entirely Poor. A unit with missile and non-missile troops can be downgraded.
