Not true. The QRS says "Create supporting files, fill gaps, create ranks, fight enemy supporting files". Nothing ever mentions having to add dice or factors.
What you cannot do is move an engaged base. If I have understood correctly, the bases in the far left file are not engaged, so they could be moved to either the centre or the right hand file or could create a new file to the right of the existing right hand file (assuming there is room).

In the given example moving the file that is being shot at cannot be used as a supporting file on other side of the combat (that is how i understood it) but if you move the file behind the 2 rank of the unit it does not : "Create supporting files, fill gaps, create ranks, fight enemy supporting files"
If you "Create supporting files," you add dice
if you fill gaps, you either make a new combat or add dice by supporting
if you " fight enemy supporting files" you add dice
yes there is then :
if you create ranks it usualy is to add a fighting rank (second rank of long spears or others)
of course this can, i understand it while writing this, be used to contract without giving any dice or factors.
However in way it is in contradiction with the other contract rules that cannot be done close to the enemy.
Perhaps something to think about for the future?

No.
Whilst creating supporting files and fighting enemy supporting files will obviously mean they will then contribute, neither creating ranks or filling gaps need do so (although they might) - and there is no reason that they ought to be only allowed if they then contribute.
