Does a Thessalian (internal) ally in a Classical Greek list have to take a TUG of hoplites? Or can they just take the cavalry TUGs and SUGs and the light javelinmen SUGs under the Thessalian section of the list?

Yes they still have to take hoplites, else it would have a caption above the hoplites saying "States other than Thesallan."
Thanks but my point is whether the list should require them to take hoplites. At 2nd Mantinea, for example, the Thessalian cavalry were recorded as present (as allies of Thebes). Does anyone know if Diodoros lists them amongst the hoplite continents present? Xenophon's account is very short and vague.

In the disposition of forces the Mantineians with the rest of the Arcadians occupied the right wing with the Lacedaemonians as their neighbours and supporters, and next to these were Eleians and Achaeans; and the weaker of the remaining forces occupied the centre, while the Athenians filled the left. The Thebans themselves had their post on the left wing, supported by the Arcadians, while they entrusted the right to the Argives. The remaining multitude filled the middle of the line: Euboeans, Locrians, Sicyonians, Messenians, Malians, Aenianians, together with Thessalians and the remaining allies. Both sides divided the cavalry and placed contingents on each wing.
This lists Thessalians as part of the multitude of the battle line. Likely hoplites, as the disposition of the cavalry is then given.
