Hi All,

Looking at the Eastern Han list and it says "All infantry except tribal auxiliaries may use the Barricades characteristic".

Am I correct in assuming that I can select this criteria, as if it were in the optional characteristic, not that i would get this characteristic at no cost. Trying to understand why it is listed in a separate section.
