Curious why the Gallic Foederate Roman are not a permitted army for this.
Because, despite the name, it isn't really Roman (even by the standards of the day) and didn't fight them.
Perhaps they should have been called "Post-Roman Gallic"
Romano-Frank would probably be more appropriate.

Jewish and Early Imperial Roman are both Biblical. Also Seleucid if you include the Apocrypha. And don't forget Paul's correspondence with the Galatians.

Is there a reason as to why the Rugii (Germany, Gual and Britain) are not allowed, it prevents the the Turcilingi from fielding there Allied contingent, they helped to depose Romulus Augustulus in 476 AD

Probably an oversight.
Mind you, the Turclingi + 3 allies as the force that deposed Romulus Augustulus in 476 CE is pretty much rubbish anyway IMO. He was deposed by Odoacer who led the existing foederate forces of the Roman army in Italy; these were mainly Sciri and Heruli.

On a more serious note, as a relative newbie to competitions, can someone explain why no-one has taken later Carthaginian. Clearly it is not a competition favourite amongst more experienced players. Can anyone explain why? Thanks.

Thanks to the all of the organisers. I really enjoyed all of my four games, everyone was friendly and games played in a good spirit. Only my third competition and I liked my early Carthaginians more than the later version.
