The following occurred during a game with a friend, and it was new to me.
My opponent had a unit of lance armed knights with a unit of bow armed skirmishing cavally lined up next to them.
The Knights were facing a unit of devastating Charing camels with all of the identified units 3 base withs apart.
The player with the unit of lance armed Knights had the initiative.
Neither player had a card to cancel the forced charges.
My understanding is that the Knights must move first and so they move 3 base widths and touch the unit of Camels.
The Bow armed mounted skirmishers did not move.
The player with the Knights took the position that the bow armed skirmishing cavalry get to shoot because Page 130 K: 1. "Files can shoot at chargers if the PATH of the CHARGE passes within 1 base Width of them" (Them meaning the bow armed mounted skirmishing unit).
My position was that the unit of camels NEVER passed within 1 base width of the shooters since it was always about 3 base withs from the shooters.
AM I missing something here???

If I understood your question correctly I think your issue is that you've moved a charging unit before resolving all shooting at chargers, which is supposed to happen before any chargers are moved. You declare charges, you mark all forced charges, prompt and move countercharges, shoot chargers, and THEN move chargers, so yes because the camels charge path before any charging units have moved comes within 1 BW of the skirmish cav they do get to shoot.

Correct, who can shoot at chargers is all about the Path of Charge* and happens before any chargers are physically moved.
In the Charge Phase it is very important to play through the sequence correctly because of things like this. Specifically for shooting at chargers this is resolved in sub-phase 2.5 which is followed by 2.6 which is Move Chargers.
* I would encourage people to carefully read up on the Path of Charge as it is an area I get asked a lot about when umpiring and it seems quite a lot of players are vague about it; the continuing of the path of charge
past troops who evade especially.
