List note states
'Kwang-gun and militia infantry can be combined into a TuG of 6 or 8 consisting of 1/2 spearmen and 1/2 archers or crossbowmen. The spearmen in a mixed unit add Crossbow or Bow
shooting weapon as appropriate. Kwang-gun cannot be mixed with militia. If mixed UGs are used then all UGs must be mixed and the maximums in the list for the missile troops cannot be exceeded.'
what exactly does this mean?
the list has 12 Kwang-gun spearmen and 12 Kwang-gun archers, does the above mean that I can now only have a total of 12 bases of mixed formation Kwang-gun as they are now 'all' missile men, or does it mean I can still have 24 bases as only half are from the original archers line? If the former I don't see how ' maximums in the list for the missile troops cannot be exceeded.' is even possible.

You can't have more bases able to shoot by switching to mixed formations.
