IN the December 08,2021 Official Lists Clarifications, it says that Samurai in mixed TUGS Shoot in one rank, since their required formation indicates that they are either 1/2 Samurai and 1/2 Ashigaru, or 1/3 Samuri and 2/3 Ashigaru , do the Samurai shoot at full effect while in one rank, still as skilled, or are they downgraded because they are not in two ranks. Saying they shoot in one rank really isn't necessary because we know that troops can shoot in one rank with a reduction in their quality. Thanks
You are correct. The Samurai units were not particularly effective at shooting so they get white dice. As compensation, Samurai players are awarded the prestige of paying for skilled shooter
It is to cover the situation where a player chooses to deploy their Samurai bases 2 deep within the formation so that they cannot shoot in 2 ranks and so not get the dice colour downgrade which they would have if only 1 rank. It is not the intention they can do this. 1 rank Skilled shooters shooting will (usually) be on a White dice unless shooting at Superior or Exceptional.

At Superior will be Black + and Exceptional Black, is that right?
By the way as I checked this modification seems to affect only the Nakamura list but has been dropped for the Muromashi who may still deploy 2 rank deep samurai powerbow 8)
The "Samurai in mixed TuGs can only shoot in one rank." wording, which I assume is what you are referring to, is in the following lists:
Kamakura Samurai
Muromachi Samurai
Sengoku Japanese
Nobunaga Japanese
Takeda Japanese
Of course I should note that there is nothing stopping the samurai bases being deployed in more than 1 rank, it is just that they can only shoot in 1 rank.
