I hope I am not missing something obvious here. In the Medieval English list there is an option to take Militia from 1423 as spearmen. The line immediately below the spearmen reads 'replace militia with billmen also from 1423 and when you look across at the numbers it says 'All'. Do I read this as a requirement to replace the militia spears with bills from 1423 (which mean you couldn't actually take the spearmen and would be odd but that's how I have read that kind of instruction in the past) or as a choice so I can have the spearmen but if I want to replace them with billmen I must do all of them?
As the list is written then it is compulsory to replace spears with billmen from 1423. If it was optional it would say "All or none.".
Whether this is right or not is another matter. I suspect it would be better if it was "Any" - which would allow TuGs of either or one TuG of 6 billmen and one TuG of 6 spearmen.

Doesn't that make it impossible to take the militia as spearmen? You can only take them from 1423, at which time they have to be replaced with billmen?
Suspect the date on the Militia is a mistake - can't think why they would only be available from 1423.
Yes, the milita entry shouldn't be date restricted. I think it has been in the list a long time and nobody spotted it.... I will add to the errata.
