Title: Crusader Military Order Knights

In the Later Crusader list, I find the sentence "the maxima and minima of Military Order Knights apply to each contingent" ambiguous. Does that mean I can only take 8 bases of Military Order Knights at most or can I take 16 bases, I.e. 8 bases per contingent?

Each contingent can have 8 knights.
