is there a reason why Etruscan infantry given the Pilum option (charge only javelin) are restricted to units of 6?

Yes, to make them distinct from and not better than the Romans.

Arguably, even in sixes they are still better than their Camillan Roman opponents as they can be deployed two ranks deep so suffer no downgrade for insufficient shooting depth.
The hastati in a Camillan Roman legionary TUG however can only be one rank deep so are on black dice versus their Etruscan opponents.
