A general has started the game attached to an UG. The same general upgrades a card during the movement phase and according to the rules must move with the UG.
My question is: Can the general be left behind during a future phase without having to use a green card move to detach.
OR is a general ALWAYS attached till such time as it makes a green card move?
OR are there some exceptions to the above.

They may move only once in each of the charge phase and the movement phase (other than as the result of an outcome move).

If the upgrade is being used to action troops, then the general must be with them and move with them if they do so.

So yes, a general with a UG may be left behind as long as they have not used the upgrade. QRS says a general "may" move with a UG, not "must" move.
I would also argue that a UG could be moved to join a general who is "standing alone". The rules (page 79 again) say the general is "shifted by the minimum distance" if contacted by friends. This is rather vague, as the minimum distance might be to attach to the nearest file or to stay 1mm from the UG. Inferring from "common sense" (page 77) I would argue that either should be allowed.
As far as I can see, a general may move to join a UG and then upgrade a "stationary action" (QRS) as long as they didn't upgrade their own move. M7 and M8 are the only moves that mention the UG being "stationary".
Note as generals move in the charge phase before charges are moved, a general can never join a charging UG and charge in the same phase. This also prevents them moving to join a UG in the charge phase and fighting in the front rank of the charge combat. You have to wait to move them in the movement phase before entering the combat.
Any movement, of a general by themselves, even between files in a UG, requires a card.

I'm clear that a general can't move to a UG and then charge with it in the same Phase. But I always thought a general could move to a unit that was standing to receive a charge and then fight in combat in the same Phase. Your answer suggests I've got that wrong? I thought this because joining combat doesn't have a number on the QRS list of moves (M1 etc) and doesn't need a card -so I thought it wasn't a move in those senses.

Me too we always played it that way as nothing prevent the general to fight but only to "move" with a charging TUG
My wording was inaccurate. I meant charging units, not units standing to receive a charge.
Thanks for clearing that up! Not something that gets used very often but its nice to have the option (..and therefore to have one more dilemma...do I or don't I put him in etc ... )
