If I have a unit with sug, or in this case a block and want to wheel, if the sug is on the outside of the block, all good, but if it's on the inside what happens, does the pivot point stay on the tug, as in the picture, meaning the sug has to go backwards, or does it move to the corner of the sug, seems to make more sense, but then the sug is not being forced by the tugs,

I hope I understand you correctly.
It is the TuG that pushes or pulls the SuG. So you move the TUG (a wheel in this case) and the SuG moves to stay with it. Note, nothing in the rules would prevent the SuG going backwards to conform to the TuG (as long as all the requirements on page 104 are met).
I would imagine you could move the TuGs such that the SuG ends up pivoting on its corner.
