If a TuG within 1 base of breaking charges a SuG, can the SuG stand to receive? It stands to reason since the SuG could charge the TuG, but there isn't a rule that explicitly says it can stand.
No, but the SuG can be prompted to charge in which case it doesn't have to skirmish or run away.

Would the SuG have to move before the TuG in this case after it paid the card to charge?
As in if it moves first in charge order it makes contact but if the TuG moves first it evades? Or once the card is paid whoever moves first the combat occurs?

The SUG is allowed to charge and make contact with the TUG .So either the SUG wants to make contact and you may declare a charge or you whish to avoid contact and skirmish or flee.
If you charge , the first TUG/SUG to charge will be determined by the sequence of play, who is the phasing player, who declare what charge first and so on .
If the SUG declared a charge, I presume it will be an exeption to normal rules that a SUG contacted by a TUG are destroyed at contact as the charge by the SUG is allowed.
Once a charge is declared, no way back, you charge.
What remains to be determined is if the SUG skirmishes or flees and is caught by the near breaking TUG does it go pooofff my reading is yes as it did not charge and so back to normal rules !

I read p. 84, 6.4 to mean that the SuGs are not destroyed in this case:

Also, flexibles in skirmish formation are never destroyed when caught by TuGs regardless of the TuG's losses.
It would be nice to have the option to stand and receive for the SuG - that way they could stay on a hill, in terrain vs. foot, or not give the claim for foot not standing to receive vs. mounted/Chariots. But, I guess you have to run - whether forward or backwards is your choice!

SUGs entirely in rough or difficult terrain do not have to run away/skirmish so that covers one of your wishes.
