PACTO -
1.  Can a unit charge into an ongoing melee? How is the combat done - does the chargee chose to fight against either the charger in the charge phase or against the ongoing melee opponent in the melee phase? Or something else? [Both attacking units are to the front facing].
We are in the last turn. and this melee will probably decide the game.
2. Are generals' locations and movements pretty fluid? If they spend the Green card can they advance from a unit's front or flank facing and attach to the unit by being placed behind the file? I had a general find himself behind the front lines when his unit was broken and needed to get back to other units in his command.

1 : yes you can charge if you have space enough to hit the enemy TUG. You resolve the charge normaly and both TUGs will roll dice at impact. If it is a frontal charge , the new attacking TUG will conform as a supporting file unless it is a flank charge  8)

2 : the general is where it's base is . You move the "marker" only if necessary to make place for another unit or similar but the general remains in his file. Movement is measured from the "marker" .

So does the charged unit get to fight in the melee phase, as he is already in melee and rules states can only fight once? Or does he get to fight in charge phase, and against one opponent in the melee phase?

One base may only fight once but may be attacked more than once . If the phasing player has conformed his charging unit as a supporting file things are simple, he fights with the base in contact and add the dice of the supporting file  8)

Sorry, I feel really stupid here; please bear with me.  Who rolls dice in the charge phase then and who rolls dice in the melee phase.

C just charged into the ongoing melee between A and B.  [A had devastating charger but don't think that bonus would be used as no longer charging].

Yes a unit can charge an enemy unit that is already in combat - assuming it can physically make contact of course; I will assume that this is possible.

In the Charge Phase both the charging base and the base it contacts roll dice and use all the claims applicable from the Charge Phase claims - this includes things like Devastating Charger even the base with that capability has not declared a charge.

In the Melee Phase the player with 2 bases in contact chooses which of those bases will fight and the other will count as a supporting file; the combat is then resolved.

Two Bases (one file) in each unit in this case. Sorry if that was not clear.
Thank you. That was my inclination. Glad the Rules are that smooth and intuitive!  :)
[Those KAB tests certainly keep a PACTO game short and sweet! ]
