Title: Shoot & Charge V Skirmish

Where a Charging unit has the "Shoot & Charge" ability is charging a unit that can "Skirmish/Run away", does the charging unit get to shoot BEFORE the defending unit can Skirmish/Run away?

A charging UG with "Shoot & Charge" characteristic shoots when the charge is declared.  So as long as it is in range when the charge is declared, yes.  This can slow the skirmish/run away move so makes shoot & charge UGs quite powerful for catching skirmishers.

It is defined in the turn sequence.

Especially useful if you can get skilled shooters within 1 BW of  unprotected skirmishers :), though most shoot and charge are either Experienced or Unskilled, which can still be pretty brutal, 2 wounds or slow and even run away may not save them
