Okay... the topic is really "when is a prompted action not considered to be movement for a general?"
Referencing p. 79 #8. It establishes that a general can move to join a UG and then use their upgrade to prompt an action such as to join a UG to hold them before a charge. It would seem then that a general could prompt an action for the UG that it is with and, if that doesn't constitute a "move", the general could then make an individual move. I'm thinking M1 (redress), M7 (expand while stationary), and M8 (contract on the spot), MF1, and MF2. Even if the general's base got "moved" to make way for rearranging bases, it's still not a move for the purposes of "a general can't move twice in a phase." Seem reasonable? More importantly, WWSS? :-)

Hence they can do several recoveries.
(I decided to use this as an opportunity to play with graphics)
Take the scenario shown in the attached image where:
- A general joins a UG initially of 3 files of 2 ranks
- The UG contracts in place to 2 files of 3 ranks
(Anyone know how to insert an image inline? I'm trying "[img]gen move and contract.gif[/img(bracket)", but obviously it doesn't work. The image is still appearing a the bottom of the post, but you have to click on it to make it a readable size.)
Based on Simon's reply:
- LEGAL: The general joins the front of the center file and does not move as the UG contracts.
- NOT LEGAL: The general joins the rear of the right-most file, but must shift backwards to make room for a new base in the file. This is illegal because the general makes a 2nd move to shift backwards.
- NOT LEGAL: The general joins the front of the left-most file, but must shift sideways to remain attached to the UG. This is illegal because the general must move to a different file.
