Title: running away and shooting in the movement phase

If a SUG is pushed by an enemy TUG in the movement phase, and they choose to flee rather than get pushed, can they shoot as part of that reaction?

The run away when pushed back is a "normal run away move" which is a different description from when you are charged which is a "run away or skirmish response" - the latter includes shooting but the different wording of the former suggests just the movement perhaps?

I would also note that as RJC has pointed out in another place that the turn sequence has no provision for such shooting or its possible outcome effects which would also indicate that there is none.

Indeed both are true. Always god to fall back the turn sequence.
2.5 and 3.1 the ONLY places where it has any shooting. No shooting anywhere else.
Indeed the reference is to make a MOVE as per Run Away.
Not a charge response.

I would add, even it it would seem logical to enable the pushed away unit to shoot, it might create super SUGs of skilled shooters that might just destroy too many TUGs ...in short : make SUGs to powerfull
