Title: Break off equal speed enemy

Hi,

I was looking into the qrs and found out there was a wording change for move F4 - break off from equal speed enemy.
From 2bw to max move minus one (keeping terrain in mind) it turn into speed defined as prior to breaking off = when in combat and in terrain.

What does it mean?
Is that a note to define equal speed (fleet of foot not applying to assess the differential) and should the break off distance remain the same as the F2 and F3?

Example: legionaries want to break off in open plains.
What would be their fall back distance (assuming no slow applied then)?
Would it be 2bw? Would it be 2bw up to 3bw?

In case they are slowed down (they have been shot earlier in the turn) could they be restricted to break off below 2bw?

FOR THEM HAS TO BE 2BW AS THE MINIMUM IS ALL THEY CAN DO.

SLOWING EFFECT WOULD AFFECT THEIR MAXIMUM MOVE, BUT NOT THE 2BW MINIMUM. SO THEY WOULD BE STUCK AS CAN'T DO 2BW EVEN.   

NOT THAT I HAVE EVER SEEN IT BUT IT ALSO MEANS THAT LOOSE CAVALRY IN ROUGH WOULD BE BREAKING OFF FROM EQUAL SPEED LOOSE ORDER IFANTRY AS BOTH SPEED 3BW AND COLD ALSO ONLY DO MAX OF 2BW.  AND INDEED COULDN'T BREAK OFF FOR LF SKIRMISHERS.

SO ITS ALL JUST TO ENRUE WE:
A) LOOK AT MAXIMUM SPEEDS BASED ON THEIR ACTUAL SITUATION AT THE TIME
B) THAT IT EXCLUDES FLEET OF FOOT AS YOU SAY
C) THAT IF YOU CAN'T DO THE MINIMUM 2BW YOU CAN'T DO IT
